How do you decide when a side project is worth turning into a real business?

Curious how people here made that call. A side project can sit in a weird zone for a long time - not failing, not really taking off either - and it's hard to know if it deserves more time/money or if it's just a hobby that happens to have a few users.
What tipped it for you: consistent revenue past a certain number, organic growth without you pushing it, users asking for features unprompted, or something else entirely? And on the flip side, what's a signal that told you a project wasn't going anywhere no matter how much more effort you put in?
